Rookwood worked in the Department of Mysteries during the First Wizarding War. He was denounced by Igor Karkaroff during the latter's trial, when Igor accused him of using a network of well-placed wizards, both inside and out of the Ministry of Magic, to collect information for Voldemort. One of those accused of helping Rookwood was Ludo Bagman.
Rookwood is one of the Death Eaters who appears in the Department of Mysteries. When the Order members arrive in the Death Chamber, he duels Kingsley Shacklebolt.
