Kingsley encounters Harry and Arthur as they walk through the Department of Magical Law Enforcement. He greets Arthur, and says he wants a word with him. He leads Harry and Arthur along the row of cubicles and into the very last one, which is covered in newspaper cuttings and old newspaper articles about Sirius Black. Kingsley and Arthur are visibly brusque with each other, both acting as though they hardly know each other. Kingsley shoves a sheaf of parchment at Arthur, and asks him to research as much information on flying Muggle vehicles sighted in the past twelve months, telling Arthur that they think Black is using his old motorcycle. He winks at Harry after saying this, and tells him in a whisper to pass on the magazine hidden in the papers to Sirius, as he might enjoy it. In normal tones, he asks Arthur to hurry with the report on Muggle vehicles, berating him for holding up a previous investigation with a delayed firearms report. Kingsley is quietly invited by Arthur to dinner at Grimmauld Place as Arthur and Harry leave the cubicle.
Kingsley is standing in Dumbledore's office when Umbridge arrives with Harry, having accompanied Cornelius Fudge and Dawlish to Hogwarts. He is silent as Fudge accuses Harry of being part of an illegal organisation at the school, and as Umbridge and the Minister question Marietta Edgecombe.
When Dumbledore falsely confesses to organising 'Dumbledore's Army', Kingsley looks at Professor McGonagall with fear, but shoots a look of warning at Harry to prevent him from admitting any involvement. Kingsley is hexed by Dumbledore during the scuffle that ensues. Dumbledore reveals that he had to hex Kingsley along with the others to avoid suspicion, and that Kingsley modified Marietta's memory in the office to prevent her from talking about DA meetings that occurred after Educational Decree Number Twenty-four was implemented. Kingsley wakes after Dumbledore has escaped and follows Dawlish out of the office to try and find the Headmaster.
Kingsley sprints into the Death Chamber with Sirius, Mad-Eye Moody, Tonks and Remus. They rain spells down on the Death Eaters, hurrying down the stone steps towards the sunken floor of the room. During the fight, Kingsley duels with Augustus Rookwood.
Kingsley Shacklebolt sends his Patronus to Bill and Fleur's wedding, to warn the guests that the Ministry of Magic has fallen to Voldemort. His Patronus, a lynx, speaks in Kingsley's voice as it announces that Rufus Scrimgeour, the Minister for Magic, is dead and that the Death Eaters are coming.
